The speakerphone with moving lips has been around since 2004 and is a really inexpensive closeout item now. They were only $1.99 each on Woot during the last wootoff.
Basically, it clips on a cell phone or other audio source and amplifies it, while moving the silver lips.
Looks like a fun Christmas gag gift or a good mod for a mannequin head as a prank.
